Develops, directs, plans and evaluates all transmission operations activities for ACE, BGE, ComEd, DPL PECO, and Pepco to meet PJM, North American Electric Reliability Corporation (NERC), and ReliabilityFirst (RF) requirements as it relates to compliance, procedures, or training. Strategically drives a consistent compliance, procedure, or training programs within Exelon Transmission Operations, while collaborating with Operations & Support peers and the EMS Support group. Directs the strategies, activities, and personnel of Exelon Utilities Operations Support, Compliance, Procedures, or Training group. Provides safe and effective programs that comply with Exelon policies and procedures and with PJM NERC/RF requirements. Ensures the focus and attainment of business goals and objectives. Maintains an environment that promotes diversity and high productivity.

Note: Position may be required to work extended hours, including 24 x 7 coverage in support of storms or other energy delivery emergencies.


  • Establish and monitor short- and long-term business objectives designed to assure the highest level of safety, productivity, accountability and customer service while achieving Energy Delivery’s safety and reliability goals.
  • Plan, direct and manage the TSO compliance, procedures, or training programs and resources. Establish and monitor business plans and objectives. Balance these program resources with program needs and business priorities. Ensure compliance with regulatory requirements. Assure that compliance programs are conducted in a safe and effective manner.
  • Develop and maintain an environment that fosters accountability, and high-performance organization. Part of the management team in promoting safety and diversity. Serve as a change agent for business initiatives and assure the human element is understood and considered. Assure timely recognition of employee contributions and foster collaboration across the Transmission Operation organization.
  • Provide leadership to and development of the Operations & Support, Compliance, Procedures, or Training group. Provide accurate and timely feedback regarding performance and operations. Conduct Individual Performance Review process. Identify opportunities for growth and learning.
  • Interface with other Exelon departments and business units regarding transmission operations compliance, procedures, and training. Ensure strong internal customer relationships that exceed requirements. Collaborate with enterprise-wide departments to promote integration where beneficial to enterprise. Promote cross-unit collaboration and synergy. Represent and advocate for Exelon positions in NERC/RF and PJM.


Manager Operations & Support, Compliance performs the following functions:

  • Manage the analysis, coordination, and documentation of the ACE, BGE, ComEd, DPL PECO, and Pepco transmission operations compliance programs with existing and upcoming NERC operational related standards.
  • Maintain knowledge of all applicable NERC Reliability Standards, RF standards, and PJM requirements
  • Monitor administrative controls for compliance programs
  • Maintain compliance to applicable FERC Orders, NERC and RF Reliability Standards, PJM market rules and other compliance requirements that relate to reliability through research, data collection, analyses, compliance document organization, and compliance submissions to the appropriate reliability entities
  • Identify or enhance measures to ensure compliance with existing, updated, and new compliance requirements, including but not limited to NERC and RF Reliability Standards
  • Strategically drive consistent compliance programs within Exelon Transmission Operations, while collaborating with the Transmission Operations, Operations & Support, Training, Procedures, and EMS groups.
  • Work with Standard Owners and Subject Matter Experts (SME) for assigned Transmission System Operations (TSO) NERC standards to establish and maintain compliance evidence and lead NERC/RF standard self-assessments.
  • Perform event investigation and recommend improvement opportunities.
  • Manage processes for the review and assessment of potential non-compliance (and for the determination and communication of Alleged Violations), in accordance with NERC’s Compliance Monitoring and Enforcement Program
  • Evaluate compliance program to identify deficiencies and recommend improvements
  • Serve on industry committees, working groups, and peer review teams.
  • Effectively interact and communicate internally with Executives, Directors, Managers and employees and externally with transmission customers, NERC/RF, and PJM, as well as other Exelon compliance business units, including BSC Strategic & Compliance groups and
  • Actions have significant impact on public and employee safety, reliability and customer satisfaction goals.
  • As a member of the PJM taskforces and working groups, advocate positive outcomes for Exelon relative to PJM and NERC/RF operating policy

Manager Operations & Support, Procedures performs the following functions:

  • Collaborating with Subject Matter Experts (SMEs) within the Transmission Operations Division, including Transmission System Operations, Operations & Support, Training, and Operations & Support, Compliance groups, develop and maintain the TSO procedures (including the joint procedures), manuals, and guides.
  • Maintain the Procedure document hierarchy.
  • Investigate and provide recommendations for new TSO tools and programs, incorporating industry best practices.
  • Ensure procedures are continuously updated to reflect a variety of triggers, including recommended opportunities for improvement from event investigations, technology changes, new tools, and other business drivers and initiatives.
  • In coordination with Operations & Support, Compliance ensure procedures accurately articulate NERC/RF/PJM Operational and Cyber Security standards, as well as support regulatory audit preparations and executions.
  • Participate in the continuous improvement and creation of policies, procedures, and processes, as they relate to the TSO.
  • Actions have significant impact on public and employee safety, reliability and customer satisfaction goals.

Regular contact with TSO control room personnel and senior management, managers, employees of Exelon Utilities and of other business units (e.g., Exelon Nuclear, Exelon Generation, Constellation, BSC Legal, Government and Environmental Affairs), independent power producers, high tension customers, PJM, and other transmission and generation companies’ representatives.

Manager Transmission Operations Training performs the following functions:

  • Strategically drive a consistent training program within Exelon Transmission Operations while collaborating with the Compliance, Procedures, and EMS organizations.
  • Responsible for directing the planning, development and execution of technical training for Exelon Transmission employees.
  • Sponsors and represents Training at Training Councils and with Senior Operations Leadership
  • Establishes and balances annual training requirements and resources.
  • Establishes and maintains accountabilities for Training execution across the organization.
  • Ensures Training Program compliance with NERC and PJM requirements.
  • Assures that Training is conducted safely and effectively.
  • This position must effectively interact and communicate internally with Executives, Directors, Managers and employees and externally with transmission customers, NATF, NERC, ReliabilityFirst, and PJM.




  • Bachelor’s Degree in Scientific Discipline, Engineering, Education or Business AND
  • a minimum of 10 years relevant experience in electric/gas operations, leadership, engineering, project management, or compliance
  • Strategic vision, planning and organization skills
  • Strong teamwork, consensus building, interpersonal skills and the ability to communicate with all management levels
  • High commitment to safety and strong customer focus
  • Demonstrated ability to develop and implement process improvement and efficiencies, including technology and human performance
  • Demonstrated ability to balance and manage multiple priorities and constituencies.

  • Demonstrated knowledge and understanding of Federal Energy Regulatory Commission (FERC, North American Electric Reliability Corporation (NERC)/Reliability First (RF), PJM, regulatory and related legal issues


  • Experience in transmission operations, transmission/substation project management, or related area
  • Experience in procedure development, process improvement, and/or technical writing
  • Graduate degree in Engineering or Business
  • Professional Engineer or PMP Certification
  • PJM and/or NERC Certification
  • Experience supervising direct reports in multiple locations
