The permanent location for this job is Kennett Square, PA and the target date for this location is April 2022.  The temporary location is New Castle Regional Office in Newark, DE. Direct the personnel and activities of the Mid-Atlantic and Mid-West Energy Management System (EMS) Support Groups. The EMS is the primary tool for the safe and reliable operations of the EU transmission system that consists of 6 transmission owners serving approximately 10 million customers and 46GW of peak load. This , includes EMS database and display maintenance, EMS applications and associated dispatcher training, EMS and PJM model maintenance, experience assessment, procedure development, generator interface and real time transmission control room support. Assure the development and effective implementation of strategic initiatives. Assure the focus and attainment of business goals and objectives. Maintain an environment that promotes diversity and high productivity.

Note: Position may be required to work extended hours, including 24x7 coverage in support of storms or other energy delivery emergencies.


  • Participate in the development and implementation of short and long term business objectives designed to assure the highest level of safety, productivity, accountability and customer service and achieve Energy Delivery’s safety and reliability goals. Monitor business plans and division objectives. Balance cost control with appropriate capital and maintenance investment.
  • Manage the EMS technical support, test and validate all EMS applications including State Estimator and Contingency Analysis, EMS database and display updates, EMS training and procedure processes promoting commonality and process improvement.
  • Develop and maintain an environment that fosters accountability, high performance and continuous improvement. Serves as a change agent for business initiatives and assures the human element is understood and considered. Assure timely recognition of employee contributions.
  • Provide leadership to and development of the EMS Support Group team. Provide accurate and timely feedback regarding performance and operations. Conduct Individual Performance Review process. Identifies opportunities for growth and learning.
  • Interface with other departments in Exelon and represent Transmission System Operations to various Exelon IT departments, Exelon Nuclear, Exelon Power, Power Team and PJM Interconnection LLC regarding transmission operations, transmission planning and transmission equipment, system, and line issues. Via participation in the Data Management Subcommittee , Operations Analysis Task Force, and various PJM working Groups, advocate positive outcomes for Exelon relative to PJM operating policy.


EMS Operations Support performs the following functions:

  • Provide technical and operational support of the real time operation of the bulk power transmission system.
  • Maintain accuracy and availability of the EMS applications used for short term transmission system planning and analysis as well as real-time transmission system analysis
  • Perform technical studies and analysis to support reliable operation
  • Assist with development of EMS application dispatcher training.
  • Perform event investigation and recommend improvement opportunities.
  • Develop and maintain the EMS Support Group procedures, manuals and guides.
  • Maintain the EMS Procedure document hierarchy.
  • Investigate and provide recommendations for new Operations tools and programs.
  • Ensure compliance to NERC/RF/PJM Operational and Cyber Security standards and support regulatory audit preparations and executions.
  • Actions have significant impact on public and employee safety, reliability and customer satisfaction goals.
  • Regular contact with TSO control room personnel and senior management, managers, employees of Energy Delivery and of other business units (e.g., Exelon Nuclear, Exelon Generation, Power Team, BSC Legal, Government and Environmental Affairs), independent power producers, high tension customers, PJM, and other transmission and generation companies representatives.
  • As a member of the PJM taskforces and working groups, advocate positive outcomes for Exelon relative to PJM operating policy.




  • Bachelor’s Degree in Engineering or related field and a minimum of 10 years of experience in transmission engineering, transmission planning, transmission operations or related area; a Graduate Degree in Engineering, Business Administration or related field is preferred.
  • Knowledge of transmission equipment and operation, power flow analysis, and EMS applications
  • Knowledge of EMS data updates that include database, display, and network model
  • Demonstrated knowledge and understanding of FERC, NERC, PJM, regulatory and related legal issues
  • Proven leadership ability in a high performance culture
  • Proven high-level management skills in coaching and facilitating business competency
