Manage the development, delivery and administration of a Pennsylvania PUC approved energy efficiency portfolio to ensure cost recovery and minimize performance risk.  Work closely with other PECO/Exelon departments and hired consultants in such areas as Rates, Regulatory, Legal, Market Research, Planning, and Program Evaluation; to design a portfolio that ensures seamless development, implementation and evaluation of programs. Oversee controls and quality assurance efforts to verify that products, services, or energy savings are delivered as required.  Drive process improvement efforts for all programs.  Coordinate with internal and external stake holders to manage this complex program sharing relationship on an ongoing basis. 
Lead a team by providing strategic marketing product management, product development through planning and execution for existing and new products and services.  Provides leadership and direction in the development of direct marketing and lead generation campaigns. Product portfolio includes distribution-related products, load management programs, competitive services, customer programs, and revenue maximization initiatives.

Position may be required to work extended hours, including 24 x 7 coverage during storms or other energy delivery emergencies.

1. Participate in all aspects of the portfolio development including design of programs, assembly of portfolio, outreach to stakeholders, and filing of requirements.  Work with Regulatory, Evaluation, and other teams to design a portfolio that maximizes performance and minimizes risk.      

2. Lead implementation and ongoing execution for all energy efficiency programs (residential, commercial and industrial).  This includes issuing RFP’s, awarding contracts, obtaining legal review, tracking cost recovery and directing managers that oversee individual program managers within the portfolio.  

3. Development of team goals, marketing strategies, business cases marketing and promotional plans to support core product/program portfolio, margin growth, reliability and customer satisfaction. Oversees the implementation of product/program plans, promotional activities, vendor and channel management to meet the needs of customers.

4. Ensure that Accounts Payable (invoice review, verification and check creation) and Accounts Receivable functions (audit billing) are managed according to applicable Corp. Policies and Procedures and comply with appropriate accounting and Sarbanes Oxley rules. 

5. Create and sustain an environment that fosters PECO corporate values.  Drive continuous improvement in quality and productivity of employees through the Performance Management Process.  Counsel, develop, direct, evaluate and instruct employees.   

6. Oversee staffing levels including contract resources to ensure achievement of established goals and to maintain optimal staffing levels.



- Bachelor’s degree in business, engineering, or other relevant discipline  
- Ten or more years energy conservation / energy efficiency work experience  
- Strong leadership and negotiation skills  
- Strong interpersonal skills   
- Thorough understanding of the regulatory oversight and prudency requirements guiding the department’s work  
- Demonstrated understanding of the Company’s objectives and standards relating to customer relationships  
- Demonstrated ability to work within established budgets and deliver promised results  
- Thorough understanding of deferred accounting in the utility environment  
- Ability to communicate with and direct a wide variety of professionals  


- Graduate degree in business, engineering, or other relevant discipline
- Contract management experience
- Project management experience


Plan, implement and manage energy efficiency programs approved by the Pennsylvania Public Utility Commission (PUC).  As part of managing the portfolio and achieving the goals, work cooperatively with the PUC.  Fulfill the day to day requirements to serve customers participating in energy efficiency programs.
The position requires an understanding and application of marketing principles, such as product/ campaign management by customer segment, database management and segmentation strategy, pricing and channel strategy, new product development, market research and financial and operational imperatives. In addition, understanding the regulatory, financial and legal implications as part of the decision-making process and the potential impacts on operations.
Hire, manage and develop professional staff including, marketing and energy efficiency program managers who provide oversight of various contractors and program fulfillment vendors. 
Ensure that programs are delivered according to PUC rules and regulations to ensure cost recovery.  Ensure that Company exposure to litigation risk is minimized.
Manage all customer relations’ issues arising out of energy efficiency programs. 
Provide data analysis and subject matter expertise in responding to PUC requests or implementation of PUC orders.
Number of personnel managed (direct):  5, (indirect):  numerous contractors delivering programs.
Financial: Manage program expenditures of approximately $100 million annually.  Penalties for not achieving five year program goals range from $1 million to $20 million.
