PRIMARY DUTIES AND ACCOUNTABILITIES

- Prepares estimates for design, engineering, and construction costs for proposed capital projects.

- Prepares preliminary, concept, and final estimates for capital projects based on the design intent through examination of project information including project scope descriptions, one-line diagrams, location plans and other project documentation.

- Reviews primary and secondary feeder prints for accuracy and communicates necessary corrections to the Asset Records Management Unit. 

- Reviews complex final high voltage, civil, mechanical, relay and distribution designs for accuracy in the development of final estimates. 

- Reviews analysis of job costs to ascertain correctness of charges vs. original estimate.

- Performs forensic estimating when conflicts arise between actual and estimates.

- Develops, updates, and maintains unit cost figures.

- Must be familiar with the WMS, Atlas, and EDMS computer systems in order to provide estimates.

- Assists in forecasting the BGE Capital requirements.

- Familiarity with FERC and Sarbanes Oxley Guidelines.

- Familiarity with budgeting and tariff practices.

- Translates and converts technical information into a work breakdown structure for the organization.

- Reviews and suggests alternatives to project team on best project approach.

- Maintains relationships with project personnel, particularly with individual discipline group leaders in the office and field.

- Familiarity and understanding of Primavera is needed to input estimates into the model for review.


Qualifications

POSITION SPECIFICATIONS

Minimum: 

- Knowledge of Distribution Engineering and Design and/or Substation Engineering and Design and maintenance practices procedures and requirements. 

- Knowledge of variety of environmental regulations and permitting requirements and procedures for distribution and/or substation construction and maintenance. 

- Working knowledge of electric distribution and/or substation design, equipment, policies, practices, codes and standards. 

- Basic understanding of engineering principles, project management and cost control techniques. 

- Demonstrated ability to communicate effectively. 

- Demonstrated ability to use personal computers. 

- Ten years of technical job related experience or the equivalent combination of formal, post-high school education 
(i. e. engineering, mathematics, physical science, or technically oriented studies), training and job related experience.
