PRIMARY PURPOSE OF POSITION

ComEd: Perform strategic long range integrated planning for Public Relocation (PR) work by aggressively pursuing governmental agencies and their consultants. Provide long-range budgetary input to PR Manager. Develop and maintain a strong working relationship with the planning and engineering groups within the state, county and municipal governmental agencies and their consultants to acquire an understanding of all public relocation initiatives at the earliest stages of consideration. Leverage this knowledge and the relationship with good engineering judgment to influence the most effective overall design, which also minimizes the impact to ComEd facilities. Work closely with the Public Relocation Project Engineers responsible for the engineering, management, timely execution and scope control of all PR work on the ComEd distribution system. PECO: Manage the activities of the PECO Public Relocation (PR), responsible for the public relocation budget, project management and engineering design while ensuring adherence to PECO standards. Oversee Regional Engineers and Contract Designers and Project Management to drive consistency and control cost without adversely impacting safety, reliability or customer satisfaction. Develop and maintain a strong working relationship with the planning and engineering groups within the state, county and municipal governmental agencies and their consultants to acquire an understanding of all public relocation initiatives at the earliest stages of consideration. Leverage this knowledge and the relationship with good engineering judgment to influence the most effective overall design, which also minimizes the impact to PECO facilities. Work closely with the Public Relocation Project Engineers responsible for the engineering, management, timely execution and scope control of all PR work on the PECO distribution system. Responsible for the Pole Strike Process and reducing PECO liability for Pole strikes by overseeing various indicator reports, managing contract forces to relocate poles struck multiple times and poles which are out of compliance to PECO Standards. Position may be required to work extended hours, including 24 x 7 coverage during storms or other energy delivery emergencies.


PRIMARY DUTIES AND ACCOUNTABILITIES
  • ComEd: Act as primary contact with state, county and municipal agencies related to long range planning. (30%)
  • ComEd: Aggressively analyze long term road improvement plans and negotiate plan development to eliminate and/or avoid relocations. (40%)
  • ComEd: Provide input to PR Manager related to budget development, tracking and reporting financial data for remaining relocation project work. (10%)
  • ComEd: Effectively communicate remaining project scope to Project Engineer ensuring seamless transition through execution of work. (20%)
  • PECO: Functionally focused, balancing a mix of day-to-day operations and policy, with strategic planning. Provides direction on core philosophies to the Company. Makes decisions on key business activities, which have a direct impact on the department and PECO operations with indirect impact on other departments across PECO. (40%)
  • PECO: Manage Public Relocation budget for initiatives implemented across multiple PECO service areas. (10%)
  • PECO: Act as primary contact with state, county and municipal agencies related to long range planning. (30%)
  • PECO: Effectively communicate remaining project scope to Project Engineer ensuring seamless transition through execution of work. (20%)

JOB SCOPE
  • Functionally focused balancing a mix of day-to-day operations and policy with strategic planning. Provides direction on core philosophies to ComEd / PECO. Makes decisions on key business activities, which have a direct impact on the department and ComEd / PECO operations with indirect impact on other departments across ComEd / PECO.
  • Strategically manage budget related to ComEd / PECO system initiatives to close the gap of expected public relocation work.
  • Develop and foster an ongoing relationship with state, county, municipal agencies and their consultants to facilitate the negotiation of public relocation minimization.
  • Establish and maintain an ongoing relationship with internal ComEd / PECO departments to bring awareness of potential relocation work that may impact other system initiatives.
  • Effectively communicate project scope to Project Engineer to facilitate the successful completion of the relocation work

Qualifications

MINIMUM QUALIFICATIONS

  • Bachelor's degree in engineering or business discipline and 5 -8 years utility industry experience OR high school diploma and 9 -12 years utility experience required.
  • Broad knowledge of company, department policies, objectives, strategies, and goals; function being managed; applicable governmental laws and regulations.
  • Demonstrate good oral and written communication skills, ability to build consensus, negotiate, establish trust, communicate effectively, drive execution and ability to multitask.
  • Display business acumen, customer awareness and ability to create value.


PREFERRED QUALIFICATIONS

  • Bachelor's degree in engineering or business
  • Professional Engineer's (PE) license
  • Project Management Professional (PMP) certification
  • Facilitates and provides ongoing direction associated with training for personnel across assigned Project & Contract Management projects and programs
  • Supports Project & Contract Management for implementation of training process improvements
  • Contributes to the creation, updating and maintaining related documentation
  • Experience working with SAP Success Factors Learning Management System
  • Knowledge of the Systematic Approach to Training (ADDIE)
  • Excellent analytical and problem-solving skills
  • Proficient in MS 365 applications
